Andre Carroll

Andre D. Carroll was born in Philadelphia, PA. Andre was raised by his grandmother in the northwest section of the city. He grew up playing and coaching tennis for Arthur Ashe Tennis Center, now renamed Legacy. Andre frequented PAL & Boys & Girls club centers during his childhood, which led him to being honored by Philadelphia Mayor John Street. Andre spent many of his weekends volunteering for local non-profits. He graduated from Germantown High School.

Andre, spent the last few years of his professional life serving tables at local restaurants. In 2015, Andre joined and completed cohort 4 of Year-Up Philadelphia. A year after graduating, he became the Alumni Board Chair for Philadelphia. Andre credits Year-Up for the professional opportunity they provided him and the foundation he was able to build on.

After Andre's grandmother passed in 2009 from liver cancer, Andre became very interested in improving the quality of healthcare for our older adults. He started as a Call Center Representative for Reimbursement Technologies in 2016, where he assisted previous emergency room patients with billing concerns. He later went on to work for Oak Street Health as an Outreach Associate in 2018, which allowed him to have a huge impact on connecting seniors with quality health care.

Andre, has dedicated his life to public service and has spent the last four years of his life working on campaigns and as a staffer to an elected official. He has volunteered for both Doug Oliver's 2015 mayoral campaign and Bernie Sanders's 2016 presidential campaigns. He served as Community Engagement Director on Isaiah Thomas's 2019 successful campaign for Philadelphia City Council. He also served as the Campaign Manager for Nicolas O'rourke, the running mate to City Councilwoman Kendra Brooks, the WTP strategy which ultimately elected Philadelphia's first independent to Council. Andre previously worked in the City Controller's office under both the Butkovitz & Rhynhart administrations.

Andre received his associate's degree in Business Administration from Peirce College & is currently pursuing his bachelor's degree in Economics from Temple University.
